Marcus McNamara of OHM outlined the planning process and benefits of a formal water master plan, which the council approved on a motion by Councilmember Joe Baldwin and a second by Councilmember Kevin Thompson. The council recorded unanimous approval.
Councilmember Dan Kofflin moved, and Councilmember Nie seconded, to approve the PASER study and the associated Transportation Asset Management Plan work. The motion carried unanimously; the staff report noted the work will be prepared in compliance with Public Act 325, Michigan’s statute governing municipal transportation asset management requirements.
City Administrator Jim Lancaster thanked OHM for the presentations, noting the plans will inform budgeting and capital-improvement priorities. The council did not attach conditions to either contract in the recorded minutes. The city will proceed with contracting and the consultant-led planning process.
Next steps in the minutes included executing agreements with OHM and beginning the study and master-plan timelines; no implementation dates or payment schedules were specified in the minutes.
