Deuel County commissioners on Feb. 3 approved a bridge reinspection resolution and authorized a new highway software contract.
Highway Superintendent Jamie Broksieck presented Resolution #26-03 to participate in the Bridge Reinspection Program under 23 CFR 650 Subpart C and requested SDDOT hire Banner Associates to perform inspections under a retainer contract. Under the arrangement described in the resolution, SDDOT will secure federal approvals and bill the county for 20% of the inspection costs; the county accepted the 20% matching requirement and approved the resolution by unanimous vote.
Later in the meeting Highway Secretary Lisa Jorvig compared software options and recommended Novo Solutions as a more tailored system than Ultra; she said added fueling integration raised the initial implementation and first‑year cost by $10,403. The commission approved a contract with Novo Solutions at $6,945 per year plus an additional $3,458 to implement the software and provide training.
What this means: Deuel County will participate in federally guided bridge reinspection work under a contract mechanism administered by SDDOT and will invest in a new highway operations software system that includes fueling integration. The county’s portion of inspection costs, and the highway software implementation expense, will be accounted for in department budgets.
