Waupaca County Board amends Chapter 2 governance rules; one supervisor opposes

The Waupaca County Board of Supervisors on Sept. 21 voted 25‑1 to amend Chapter 2 of the County Code (The Governing Body), updating remote‑governance provisions, public comment requirements, order of business items and administrative procedures. The amendment removes the requirement that resolutions be signed and specifies that board salaries and per diem will be set by resolution rather than codified in Chapter 2.
Supervisor Dennis Kussmann moved the amendment and Supervisor Fred Zaug seconded it. Minutes record Supervisor Poehlman as the sole recorded vote in opposition. During the meeting members also approved related clarifications such as allowing webinars and updating resignation processes for elected officials.
The change means future adjustments to board compensation and per diem procedures will be made by separate resolutions rather than by direct text in the code. At the same meeting the board adopted Resolution No. 23 as amended, which preserves the current compensation figures in effect (Administrative Coordinator $5,000; County Board Chair $13,500 plus per diem; Vice Chair $1,200 plus per diem; per diem $70 for meetings up to four hours and $100 for meetings over four hours).
The clerk will publish the amended Chapter 2 and note the procedural shift so the public and board members can track future compensation changes by resolution. The board took the vote after an executive and Legislative, Judicial, Ethics, Safety & Security committee recommendation for the amendment.
