Waupaca County Board approves redistricting plan, wide-ranging land-use and code updates

The Waupaca County Board of Supervisors on Sept. 21 approved a tentative supervisory district plan and a package of land‑use and code changes that county officials said update zoning, shoreland, sanitary and subdivision rules across the county.
Chair Koeppen opened the public hearing on the tentative supervisory district plan after a motion by Supervisor Pete Bosquez; no members of the public spoke. Clerk Jill Lodewegen and Supervisor Bosquez reviewed the timeline for final approval, and the board approved the tentative plan by a 26‑0 vote.
The board also adopted Resolution No. 22, which amends Ordinance No. 45 (the county Comprehensive Plan Map) to approve three parcel-level land‑use amendments (PLUM‑03‑21, PLUM‑04‑21 and PLUM‑05‑21) in the Towns of Mukwa, Lebanon and Royalton. Planning & Zoning and the Legislative committees had recommended the action; the measure passed 26‑0.
Several individual zoning petitions were approved without recorded opposition: Z‑022‑21 (Town of Mukwa, ~1.91 acres, Rural Residential to Agriculture & Woodland Transition), Z‑023‑21 (Town of Royalton, ~2.01 acres, AWT to Rural Residential), Z‑024‑21 (Town of Larrabee, ~3.42 acres, AWT to Agriculture Retention), Z‑025‑21 (Town of Larrabee, ~0.61 acres, AR to AWT), Z‑026‑21 (Town of Little Wolf, ~4.55 acres, Agriculture Enterprise to Rural Residential) and Z‑027‑21 (Town of Lebanon, ~1.23 acres, AWT to Rural Residential). Each petition was introduced with town approval and a Planning & Zoning recommendation and carried on motions that the record shows as 26‑0.
In a coordinated set of ordinance actions, the board voted to repeal and recreate multiple chapters of the Waupaca County Code of Ordinances, including Chapter 32 (Shoreland Protection), Chapter 34 (Zoning), Chapter 35 (Sanitary), Chapter 36 (Floodplain) and Chapter 37 (Subdivision). Minutes indicate the Planning & Zoning Committee approved the changes on Aug. 24; the board adopted the repeals and recreations, each becoming effective pursuant to Section 59.69(5)(e) of the Wisconsin Statutes upon committee approval and enactment by the board.
All of the measures in today’s land‑use package were carried by roll call motions with unanimous or near‑unanimous support recorded in the meeting minutes. The board did not record public opposition to the parcel rezoning items during the meeting.
The board’s actions will require clerical filing steps described in the adopted ordinances: for some zoning amendments, the ordinance takes effect in a town after the county files a certified copy of a town board resolution approving the change or after the statutory waiting period expires.
The meeting adjourned at 11:18 a.m.; the county clerk placed the September correspondence, including the WCEDC monthly report, on file for the record.
