Edinburg council approves two rezoning ordinances and several administrative measures

At a public hearing on a rezoning request for a 6.01-acre tract at 4807 West State Hwy 107, requested by Quintanilla Healy & Associates on behalf of Villanueva Properties & Investments LLC, the hearing was opened and, with no public comments, council “moved to approve” and the mayor declared, “Motion carries.” The council followed the same procedure for a 2.679-acre rezoning request at 1816 South McCall Road submitted by Trevino Engineering on behalf of MacLeo Enterprises LLC; that motion also passed.
Council also approved Change Order No. 1 for CDBG grant B22MC480503 to complete turf work at Edinburg Municipal Park with De Hellas Construction Inc., for an amount not to exceed $41,008.44. During discussion, a council member urged the city to pursue upgrades across the complex, saying, “One’s not enough. We need to work the other ones.” Staff explained the city will obtain geotechnical reports for the additional fields and is coordinating financing with a financial advisor.
Other approved administrative items included authorizing the city manager to amend the Ricoh USA lease to replace multifunction copier equipment and implement print-management software for the police department using the Texas Department of Information Resources contract, and a resolution ratifying the manager’s submission of a fiscal-year Operation Stone Garden grant application and related documents.
The mayor also announced the appointment of Sandra Luz Garza to fill a resident-member vacancy on the Edinburg Housing Authority board. Before adjourning to executive session, the mayor noted upcoming items for future agendas, including timelines and financing for the remaining municipal turf fields. The council recessed for executive session at approximately 6:52 p.m.
