Fulton County commissioners adopt bylaws, approve $229,387 in payables and confirm multiple reappointments

Fulton County commissioners adopted their 2026 bylaws, approved county payments and payroll, and confirmed a slate of board and committee appointments during a reorganizational meeting Tuesday.

Commissioner Randy H. Bunch, chairman of the Fulton County Board of Commissioners, called the meeting to order. Commissioner Steven L. Wible moved to approve the Dec. 30, 2025 commissioners' meeting minutes and the Dec. 30, 2025 Salary Board minutes; both motions passed with all three commissioners present voting in favor.

The board approved accounts payable dated Jan. 6, 2026, in the amount of $229,387.17. Commissioner Hervey P. Hann moved the payment list, which the record shows was approved unanimously. The transcript lists fund-level allocations including $53,157.03 to the General Fund, $75,662.44 to Capital Projects and smaller amounts across funds such as Independent Living, SFC Evidence Based Practice, 911 and the Krivak Trust Fund.

The board also approved payroll totaling $122,828.46 on a motion by Commissioner Hann, again with all commissioners recorded as voting in favor.

Commissioner Bunch moved to adopt the Board of Commissioners' 2026 bylaws “for the regulation of business of the Board,” citing the Act of Aug. 9, 1955 (16 Purdon, Sections 503 and 509, as amended). The motion passed unanimously.

The commissioners approved reappointments and designations intended for 2026. Commissioner Wible moved to reappoint Bedford Fulton Joint Recreation Authority members Eric Weisbrod (term to expire Jan. 1, 2029), Paul Johnston (term to expire Jan. 6, 2030) and Greg Henry (term to expire Jan. 5, 2031). Commissioner Hann moved to confirm a broader set of reappointments, naming Solicitor Jim Stein (DSS Law), Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon, Director of Veterans' Affairs Richard Newman and county engineers (Keller Engineers and CES Engineering), among others; the slate was approved with all in favor.

On a motion by Commissioner Wible, the board reappointed Amy Bishop as Interim County Treasurer for 2026.

The board designated committee and board assignments for the year, recording membership and alternates for bodies including the Permanent Salary Board, County Treasurer Retirement Board, Assessment Appeals Board, Board of Tax Revision and Assessment (chair: Commissioner Bunch), County Records Improvement Committee and multiple regional agencies and advisory boards. The transcript records detailed commissioner assignments to regional entities such as the Southern Alleghenies Planning & Development Commission and the Franklin/Fulton Drug & Alcohol Advisory Board.

Commissioner Hann moved to approve an RBA invoice in the amount of $7,957.31; the motion passed unanimously. Commissioner Bunch moved to appoint Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026; the appointment was approved with all commissioners in favor.

The commissioners held annual reorganizational meetings for the Salary and Retirement Boards at 9:00 a.m.; separate minutes are on file. Commissioner Hann moved to adjourn at 10:37 a.m.; the meeting was adjourned with all in favor.
