Fulton County commissioners approve IT lease, dispatch clock replacement and two-year hazmat agreement

Commissioner Randy H. Bunch called the Fulton County Board of Commissioners to order on Dec. 23, 2025, and the board approved routine minutes and payroll before taking several operational actions affecting county information technology and emergency services.
The board voted to enter a five-year lease with Elect IT Solutions for office space at 101 Lincoln Way West in McConnellsburg, Pa., at $250 per month, effective when the space becomes available. Commissioners also approved SOW #ETM12042025-001 with Elect IT Solutions for IT staffing and support, and authorized purchase of a Treasurer’s Office View Station for $784.22 from Amazon, all by unanimous voice vote.
Brian Barton, EMA/911 Director, told commissioners the dispatch clocks at the dispatch center are more than 20 years old and “in dire need of replacement.” Barton said the county’s Pre Alert system has been implemented and notice has been sent to local fire departments. Commissioners approved ComPros’ quote for two dispatch clocks, including hardware and installation, for $4,940.00; the purchase is intended to modernize timekeeping and situational awareness in dispatch operations.
The board also approved the 2026 Mission Critical Partners Regional Support Contract for Professional Services; the contract was described as fully grant funded. Separately, commissioners approved a two-year Hazmat Team agreement with McCutcheon Enterprises, Inc., with payment amounts set at $2,500 for FY2026 and $7,500 for FY2027.
Earlier in the meeting, commissioners approved the CCAP PComp contribution 1st-installment invoice (INVO62458) for $5,575.00 and adopted a revision to the HR manual, Section 213 “Travel,” requiring employees who wish to use a personal vehicle for work travel to seek prior approval from the commissioners. The meeting adjourned at 11:21 a.m.
