Harrison County commissioners approve routine contracts, personnel moves and receipting decisions

At a Dec. 18 special meeting the Harrison County commissioners unanimously approved annual bid awards (with an exception on tires), an INDOT LPA contract authorization for Bridge #43, a $76,835.61 deduction change order on two bridge projects and several personnel and administrative items.
The Harrison County Board of Commissioners on Thursday approved a series of routine engineering, procurement and personnel actions by unanimous votes.
County engineer Kevin Russel asked the commissioners to accept annual bids submitted at a prior meeting. The commission approved all recommended annual bids with one exception: for tires, bids from C & M Giant Tire and Pomp's Tire Service were received and the commissioners accepted the Pomp's Tire Service bid. The board authorized Mr. Russel to sign a Local Public Agency (LPA) contract with the Indiana Department of Transportation for Bridge #43 via DocuSign, and it approved change order #3 for Bridge #57 and Bridge #52, a deduction of $76,835.61. The commissioners also directed Mr. Russel to notify INDOT that Harrison County opposed a proposed traffic‑flow change on Landmark Avenue in an IDIQ contract for work at the Pacer Drive/Landmark Avenue intersection.
The board approved the promotion/hiring of Mark Toler to highway superintendent effective Feb. 2, 2026; authorized signatures on vehicle titles and related documents for the 2025 county surplus auction conducted by Beckort Auctions, LLC; directed that the most recent County FIT and CVET disbursements be receipted to the county general fund per County Auditor Sara Burdick’s recommendation; and allowed EMA Director Mike Kurz to carry over 152 hours of vacation into 2026. Each motion carried 3 ayes and 0 nays. The meeting adjourned at 2:22 p.m.
