Commissioners take two sealed bids for Harrison County Jail MEP renovation under advisement

Harrison County commissioners opened sealed bids Thursday for the Harrison County Jail mechanical, electrical and plumbing (MEP) renovation and took the submissions under advisement pending a third‑party engineering review.

County engineer Kevin Russel opened two packages. Parco Constructors Group submitted a base bid of $13,500,000.00 with alternates: sanitary grinder manhole $222,500.00; correction fixtures and water management systems $663,900.00; wall paint $96,250.00; detention door and hardware $1,052,405.00. Shireman Construction’s package carried a base bid of $15,400,000.00 with alternates: sanitary grinder manhole $173,500.00; correction fixtures and water management systems $485,375.00; wall paint $101,000.00; detention door and hardware $1,056,500.00.

Commissioner President Nelson Stepro said there had been confusion about the bid deadline (1:30 p.m. versus 2:00 p.m.); Mr. Stepro asked representatives to confirm that 2:00 p.m. should be treated as the intended deadline. Brady LaFollette, representing Parco Constructors Group, and Daniel Shireman, representing Shireman Construction, both acknowledged and accepted 2:00 p.m. as the deadline. Stepro said the commissioners would rely on a third‑party engineering firm to evaluate the bids and would award the contract at a future meeting after a full evaluation.
