County engineer seeks $800,000 in bridge funding and clears procurement, personnel items

County Engineer Kevin Russel asked commissioners to forward $600,000 from the cumulative bridge fund for Bridge #43 and $200,000 for Bridge #37 and Bridge #75; both requests were forwarded to the county council. County Engineer Kevin Russel updated the board on multiple bridge projects and related funding needs. He said bids for Bridge #43 will open at the Jan. 20, 2026 commissioner meeting and asked the commissioners to forward an additional appropriation request of $600,000 from the cumulative bridge fund; the motion to forward the request carried 3-0. He also said bids for Bridge #37 and Bridge #75 will open at the Jan. 20 meeting and asked the board to forward an additional $200,000 from the cumulative bridge fund; that request was likewise forwarded.
Russel presented a credit-application form from Pomp's Tire Service and County Attorney Chris Byrd recommended removing the personal guarantee and the one-day invoicing requirement; the commissioners approved the request pending those amendments. The board approved hiring Jeffrey Shaffer as assistant superintendent effective Feb. 2, 2026, and approved leave without pay for two highway department employees as requested.
Both bridge appropriation requests were forwarded to the county council for final action; the engineer indicated the council will vote on funding for Bridge #55 at its next meeting.
