Harrison County commissioners forward $1.8 million road engineering request, approve bridge and personnel actions

Harrison County commissioners on July 21 voted unanimously to send several highway funding requests and personnel actions to the county council.
Highway Superintendent Glen Bube asked the board to forward an additional appropriation of $1,800,000 from the county's riverboat fund to pay for the preliminary engineering (PE) phase of the New Middletown–Elizabeth Road project. Commissioner Annissa Kellum moved to forward the request; Commissioner Brad Wiseman seconded and the motion carried 3-0. Bube said a highway representative will report the actual project cost to the county council before its Aug. 11 meeting.
The board also authorized Commissioner Nelson Stepro to sign statements of basis of just compensation and right-of-way offers for new bridge #170 on Smith Creek Road and voted to forward a $45,000 request from the cumulative bridge fund for right-of-way acquisitions to the county council. The motions passed by a 3-0 vote.
Commissioners approved four personnel actions in the highway department. Eric Bolen was hired as brush crew coordinator; Ross Anderson was approved as foreman in District 2 with a start date of Aug. 8, 2025; Larry Hedden was hired as a large equipment operator in District 1; and Michael Dunaway was granted leave without pay. Each hire or personnel motion was moved by Commissioner Annissa Kellum, seconded by Commissioner Brad Wiseman, and approved unanimously.
The board recorded these items for council consideration and personnel staffing; no county-council votes occurred during the meeting on project appropriations.
