Milan City Council approves two ordinances, FBI antenna agreement and $75,000 pay adjustment

The Milan City Council on Aug. 8 approved two ordinances, several intergovernmental agreements and a salary adjustment for a city official. Council voted unanimously on each item.
In formal action, the council approved the second reading and adoption of Ordinance 2022-04 (amending Chapter 6, Article V of the city code) and Ordinance 2022-05, which adds an article titled “Rental Housing Certification” to Chapter 6 to regulate rental housing and establish penalties. Councilmember Baldwin moved to adopt Ordinance 2022-04, seconded by Councilmember Thompson; Councilmember Nie moved to adopt Ordinance 2022-05, seconded by Councilmember Baldwin. Minutes record roll-call tallies as seven ayes, zero nays.
Council also approved a Basic Ordering Agreement permitting the FBI to place a radio antenna on the city water tower, and authorized a memorandum of understanding with Washtenaw County to opt the city into a county program and register Milan as a county vendor. Both motions passed unanimously.
On personnel, the council approved a salary adjustment for Sarah Finch in the amount of $75,000, effective immediately. The minutes list Finch as the subject of the adjustment in the action item and elsewhere identify her as city treasurer; the record does not reconcile those role labels.
The meeting included approval of the consent agenda (which covered several community events and appointments), and a motion to pay bills and payroll totaling $500,722.42.
All recorded motions in these items passed on unanimous roll-call votes. The council adjourned at 8:11 p.m.
