The Milan City Council on Sept. 26 approved a consent agenda that included municipal reports, event permits and a settlement and release agreement, and it amended a separate community fair agreement to include a $2,500 fee to reseal a basketball court.
Councilmember Nie moved, and Councilmember Kofflin seconded, approval of Consent Agenda items A through G. The items listed in the minutes were: the Building Department and code enforcement report for August 2022; a Milan Flyers ‘Night Fly’ event for Oct. 22 at Campbell Park; citywide trick-or-treat on Oct. 31 from 6–8 p.m.; TCO 2022-11-T to facilitate the 2022 Homecoming Parade; TCO 2022-12-T to facilitate the DDA’s Fashion Truck Event; a Settlement and Release Agreement between Changing Environments, Inc. Soofa and the City of Milan; and a Milan Area Chamber Downtown Trick-or-Treat event on Oct. 29.
Separately, the council approved an agreement between the City of Milan and the Milan Community Fair and accepted an amendment to add a $2,500 fee to reseal the basketball court as a condition of the agreement. The motion to approve the fair agreement with the reseal fee was made by Pro-Tem Kerkes and seconded by Councilmember Kofflin; the minutes record the motion as carried unanimously.
The minutes list permit references (TCO codes) but provide no additional conditions or insurance/traffic-control details for the events. The Settlement and Release Agreement with "Changing Environments, Inc. Soofa" is recorded on the consent agenda; the minutes do not include the settlement amount or the substantive terms of the release.
Next steps: event organizers should follow up with city staff for permit conditions and operational details; the minutes do not record staff reports on those follow-ups.
