The Milan City Council met on Jan. 17, 2023, at City Hall and approved the meeting agenda and the Jan. 3 regular meeting minutes after a motion by Councilmember Nie and a second by Councilmember Baldwin. The consent agenda — including revisions to council rules, mayoral appointments and a building department report — passed unanimously.
Council approved the first reading of Ordinance 2023‑03, an amendment to Chapter 1, section 1‑11 of the Milan City Code to add additional personnel to the city’s enforcement authority. The motion to advance the ordinance was made by Councilmember Nie and seconded by Councilmember Baldwin; the roll call vote was recorded as six ayes, zero nays, one absent. Council also approved the first reading of Ordinance 2023‑04 to amend Chapter 13¼ (“Municipal Civil Infractions”) to expand the definition of “Authorized City Official and Authorized Local Official” to include rental housing inspectors; that motion was made by Councilmember Nie and seconded by Pro‑Tem Kerkes and carried on the same roll call tally.
Finance business included approval of bills payable and payroll totaling $233,378.03 on a motion by Councilmember Kofflin, seconded by Councilmember Baldwin.
City Administrator Jim Lancaster announced details of the city’s marijuana ordinance and that the permit application window opens Jan. 23 and closes Feb. 28, 2023; he also announced a landlord informational meeting scheduled for Jan. 25 at 6 p.m. in the council chambers and a change to City Hall office hours effective Feb. 6, 2023 (Monday–Thursday 7:30 a.m.–5:00 p.m., closed Fridays). Parks and Recreation Director Ellen Bell reviewed upcoming programs and registration information available on the city website.
Councilmember Wayne thanked OHM Advisors and staff from F&V for their work on the WWTP report presented earlier in the meeting. The council adjourned at 8:11 p.m.
