Lake Stevens board adopts 2024–29 Capital Facilities Plan, seeks GC/CM certification to speed bond projects

The Lake Stevens School District Board adopted its 2024–2029 Capital Facilities Plan (Resolution No. 15-24) during the July 10 meeting and heard staff outline plans to obtain agency certification for the GC/CM procurement method to expedite capital projects tied to a proposed bond.
Director Hanson moved to adopt Resolution No. 15-24; Director Iseminger seconded the motion and the Board approved it by a unanimous roll-call vote. The resolution formalizes the district’s capital plan for the next five years.
Executive Director of Planning & Construction Robb Stanton explained why the district is seeking GC/CM (General Contractor/Construction Manager) agency certification: with certification the district could approve GC/CM procurements internally rather than submitting each project to the state Project Review Committee (PRC), saving time and costs and helping the district keep to an aggressive design and construction schedule to limit escalation costs.
Stanton outlined a 12-step internal approval flow (from project needs identification through Board approval and superintendent signature) and provided a proposed schedule that would include application development in July, PRC submission in August, preparation and PRC presentation in August–September, and a PRC presentation slot expected at the end of September 2024. Stanton said certification would be particularly useful if the district uses GC/CM on several capital projects included in a proposed 2024 school construction bond.
The Board adopted the Capital Facilities Plan and received the GC/CM certification schedule as information; no final GC/CM authority was granted at the meeting. Next steps include completing the PRC application and pursuing PRC review in late summer and early fall.
