Waupaca County board approves zoning, property sale and workforce consortium update in unanimous votes

Waupaca County supervisors on July 20 approved multiple land-use and administrative measures by unanimous votes.
The board adopted Resolution No. 16 to amend the county comprehensive plan map (PLUM-02-21) to change the preferred land use for part of parcel 08-35-24 in the Town of Helvetia, along State Road 161, from Commercial to Residential. Supervisor Pete Bosquez moved to adopt the resolution and Supervisor Dennis Kussmann seconded; the motion carried 27-0.
The county also approved a Petition for Zoning Map Amendment (Z-016-21 / 2021-735) to change roughly 1.35 acres in the Town of Helvetia from Rural Industrial-Intensive (RI-I) to Rural Residential (RR); the Planning & Zoning Committee noted the town had amended its comprehensive plan to be consistent with the change and recommended granting the petition. Supervisor G. Murphy moved and Supervisor Lehrer seconded; motion carried 27-0.
Petition Z-017-21 (2021-736) from the Town of Mukwa to rezone multiple parcels from Rural Residential (RR) to Agriculture and Woodland Transition (AWT) was granted after the town planning commission and town board approved the request; Supervisor James Nygaard moved and Supervisor Jaeger seconded; motion carried 27-0.
The board authorized Chairman Dick Koeppen to execute the renewed Consortium Agreement for the Chief Elected Officials of the Fox Valley Workforce Development Area (Resolution No. 19) for the fiscal year beginning July 1, 2021; Supervisor Joe McClone moved and Supervisor David Morack seconded; motion carried 27-0. The consortium includes Calumet, Fond du Lac, Green Lake, Waupaca, Waushara and Winnebago counties as named in the agreement.
In a separate property action, the board approved the sale of 1.346 acres of county Highway Shop property adjacent to parcel E4302 State Road 161 in the Town of Helvetia to Francis and Rene Penterman (Resolution No. 20). The Highway Committee supported the sale as the acreage was unused for Highway Shop functions; the resolution states the purchase price reflects a market rate of $4,000 per acre and that the buyers are responsible for surveying, zoning amendment application, recording fees and legal documents. Supervisor McClone moved and Supervisor Johnson seconded; motion carried 27-0.
All recorded motions on these items carried unanimously 27-0, and county clerk certification appears in the enacted ordinances and resolutions.
