Waupaca County amends 2021 budget to reflect new DNR TRM grant allocations for conservation work

The Waupaca County Board on Feb. 16 adopted Resolution No. 45 to amend the 2021 Land & Water Conservation Department budget to reflect final Wisconsin DNR Targeted Runoff Management (TRM) grant allocations.
County staff reported the TRM award included a new staffing allocation of $57,143 annually for 2021–2023 and a 2021 landowner cost‑share allocation of $364,448. Staff also said an additional $17,609 in staffing allocation was awarded from the DNR Watershed Based Plan Implementation technical assistance program for 2021.
The resolution amends the 2021 budget by allocating $74,752 to Personal Services to fund a new Watershed Technician position (noting the position depends on continuation of grant funding) and allocating $364,448 to Grants & Contributions to fund TRM cost‑share agreements.
Supervisor Hardy moved adoption of Resolution No. 45 and Supervisor Johnson seconded. The motion carried without a negative vote.
County staff indicated formal action to hire or change staffing will depend on grant continuation and that grant‑funded cost‑share agreements will be executed as specified under state DNR grant rules.
