Waupaca County Board adopts mitigation plan, continues remote governance and approves broadband budget amendment

At its June 15 meeting the Waupaca County Board of Supervisors adopted an All Hazards Mitigation Plan required for FEMA grants, continued remote-meeting authority, recognized public health pandemic work, approved zoning and ordinance amendments and authorized an $860,065 budget amendment for a broadband tower project.
The Waupaca County Board of Supervisors met June 15, 2021, and approved a slate of resolutions and ordinance updates, including adoption of an All Hazards Mitigation Plan required for FEMA grant eligibility and a budget amendment to expand broadband to underserved areas.
The board unanimously adopted Resolution No. 11 (2021-2022), designating the Waupaca County All Hazards Mitigation Plan as the county's official plan and directing the Emergency Management Department to submit the plan to Wisconsin Emergency Management and FEMA for final review and approval. The board also adopted Resolution No. 9 (2021-2022) recognizing Waupaca County Public Health for pandemic response; the resolution cites the department's investigation of more than 6,000 COVID-19 cases and delivery of more than 8,000 vaccine shots. Several public health employees addressed the board and expressed appreciation for the recognition.
The board approved Resolution No. 12 (2021-2022) to continue relaxed rules for remote governance under County Code Chapter 2 until a permanent ordinance is enacted or vetoed, and rescinded Resolution No. 8 (2020-2021). The board also approved amendments proposed by the East Central Wisconsin Regional Planning Commission to its Articles of Organization and By-Laws (Resolution No. 13).

Broadband funding and budget action The board authorized a total 2021 budget amendment of $860,065 for a broadband tower project to expand fixed wireless service in underserved unincorporated areas and to serve school districts. The project had received a $460,065 Community Development Block Grant from the Wisconsin Department of Administration; the board authorized a $400,000 transfer from the General Fund Unassigned Balance to the Capital Improvement Fund to cover the anticipated shortfall.
Other business HR Director Amanda Welch and IT Director Brent Wyland presented a final telework policy update to the board. Sheriff Tim Wilz gave an overview of the Waupaca County Sheriff's Office 2020 Annual Report. The board reappointed Penny Leder to the Board of Adjustment and reappointed Jim Biddison as an alternate to that board. The meeting adjourned at 10:54 a.m.
What happens next: Emergency Management will submit the adopted mitigation plan to state and federal reviewers; the broadband project will proceed with the approved budget amendment and CDBG funding. Several ordinance amendments take effect upon enactment as provided by Wisconsin Statutes.
