The Hurricane City Council unanimously adopted a clean-up ordinance that removes the outdated "bed and breakfast" definition from the municipal code and clarifies that short-term rental operations in commercial zones should meet hotel standards.
Staff told the council the planning commission held a public meeting on Oct. 9, received no public comment and unanimously recommended approval. The change is intended to eliminate confusion where an operator could attempt to use a "bed and breakfast" label to access short-term rental allowances under commercial zoning.
"So bed and breakfast is taken out of the city code," a councilmember said during the discussion. The council approved ordinance 2025-20 by unanimous voice vote after a motion and second were recorded.
The ordinance is a terminology and code-cleanup measure; it does not prohibit short-term lodging in commercial zones that meet hotel standards, the staff presentation said. The planning staff recommended the change to align commercial code language with current lodging standards and remove vestigial references to bed-and-breakfast uses.
