Fulton County commissioners adopt 2026 bylaws, confirm appointments and approve $229,387 in payables at reorganizational meeting

The board approved accounts payable dated Jan. 6, 2026, in the amount of $229,387.17 after a motion from Commissioner Hervey P. Hann. The record lists distributions by fund, including $53,157.03 to Fund 100 (General Fund), $75,662.44 to Fund 300 (Capital Projects), $28,783.34 to Fund 400 (Debt Service) and other smaller fund allocations. Commissioner Hann also moved to approve payroll totaling $122,828.46; that motion passed unanimously.
Commissioner Bunch moved to adopt the Board of Commissioners’ 2026 bylaws under the County Code and the Act of Aug. 9, 1955 (16 Purdon, Section 503 and 509 as amended); the motion carried with all commissioners in favor.
The commissioners confirmed a series of appointments and reappointments for 2026. Commissioner Wible moved to reappoint Eric Weisbrod (term to expire Jan. 1, 2029), Paul Johnston (term to expire Jan. 6, 2030) and Greg Henry (term to expire Jan. 5, 2031) to the Bedford Fulton Joint Recreation Authority. Commissioner Hann moved to reappoint Solicitor Jim Stein (DSS Law), Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon, the Pennsylvania Department of Agriculture as Sealer of Weights & Measures, Director of Veterans’ Affairs Richard Newman, and county engineers Keller Engineers and CES Engineering; all were approved.
Commissioner Wible moved to reappoint Amy Bishop as Interim County Treasurer for 2026; the motion passed. (The meeting record also lists Amy Bishop as Tax Claim Bureau Director.) Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed met with the commissioners earlier in the meeting to provide updates to the Treasurer’s Office; the minutes do not specify those update details.
The board assigned commissioners and alternates to standing committees and intergovernmental boards for 2026, including the Permanent Salary Board, County Treasurer Retirement Board, Assessment Appeals Board, County Records Improvement Committee, Fulton County Family Partnership advisory roles, Southern Alleghenies Planning & Development Commission committees, Tuscarora Managed Care Alliance, STOP Grant Committee and others. Commissioner Hann moved to approve an RBA invoice for $7,957.31. Commissioner Bunch appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026.
Separately, the commissioners held annual reorganizational meetings for the Salary and Retirement Boards at 9:00 a.m.; the minutes for those meetings are filed separately. Commissioner Hann moved to adjourn the meeting at 10:37 a.m.; the motion carried with all in favor.
