Fulton County commissioners approve $334,397.62 in bills, authorize Prothonotary review and OK two MATP allocations

Fulton County commissioners met Feb. 3, 2026, at the Commissioners' Office and approved routine administrative and financial business, authorized an outside review of the county Prothonotary's Office and signed off on two large transportation allocations.
The board approved payroll dated Feb. 6, 2026, in the amount of $129,990.81 and moved to pay accounts payable dated Feb. 3, 2026, totaling $334,397.62. The accounts-payable packet recorded fund-level disbursements including $96,661.78 to the General Fund and $44,792.44 to the 911 fund. Commissioner Hervey P. Hann made the motion to approve the payroll and accounts payable; the board recorded the outcome as "All in favor." The meeting minutes and the Salary Board minutes from Jan. 27, 2026, were also approved on motion of Commissioner Steven L. Wible.
The board approved an engagement letter from Kulla, Barkdoll & Stewart, P.C. (KB&S) "to provide professional legal and consulting services related to a review of the Fulton County Prothonotary's Office." Commissioner Hervey P. Hann moved to approve the engagement letter; the motion carried with the board saying "All in favor." Separate minutes for the Prothonotary-related proceedings and for a tax appeal hearing (held at 9:20 a.m.) were noted to be on file. The transcript records that Commissioner Steven L. Wible abstained from matters tied to the tax appeal because of a conflict of interest.
The commissioners authorized Commissioner Wible to execute Medical Assistance Transportation Program (MATP) allocation letters for FY 2024–2025 and FY 2025–2026 in the amounts of $464,875.00 and $491,875.00, respectively. Commissioner Hann moved to authorize the allocations; the board recorded "All in favor."
Other approvals included the January 2026 Retirement Fund Report as presented by HR Administrator Mary Huston, travel requests for Services for Children Director Christine McQuade and Fiscal Technician Stephanie Mellott to attend the PA Children and Youth Administrators Conference March 11–13, 2026 in State College, PA; a laptop quote submitted by Rick Grissinger of Elect IT (the transcript does not list a purchase amount); and an invoice from Franklin County Fiscal charging Fulton County $38,819.27 for fourth-quarter 2025 court costs (the transcript describes this as 10% of court wages and benefits).
