Committee adopts two amendments to SB 91 limiting vendor authority and capping new specialty plates

During the committee’s third hearing on SB 91, Vice Chair Schaeffer moved an amendment (AM1325‑1) that would constrain a contracted private vendor to producing color and pattern variations for Ohio license plates rather than authorizing full redesigns of organization-related specialty plates; the amendment would also remove the requirement that new plate designs receive controlling board approval. The amendment drew no objections and was adopted as part of the bill.
Schaeffer then moved a second amendment (AM05) to limit the number of new specialty license plates created under the program to 10 per calendar year. That amendment also drew no objections and was incorporated.
Committee members asked whether the blackout plate discussion fell under these changes; the chair said the committee would seek clarification and did not vote on this bill further during the session.
