Council approves Grand Scape multifamily site plan, White Castle and parking‑lot expansions; library plan adopted

Land‑use approvals
The council approved a site plan for a five‑story, approximately 277‑unit multifamily 'wrap' building immediately west of the Nebraska Furniture Mart parking garage. Staff said the Grand Scape PD‑25 district allows multifamily development by right; planning staff described project circulation that relies primarily on an adjacent parking garage (about 416 spaces) and 28 surface spaces dedicated to the development. Planning & Zoning recommended approval 4‑0 and the council voted to approve the site plan after questions about deliveries, signage and resident access.
Council also approved a site plan for a 3,430‑square‑foot White Castle with dual drive‑through lanes in Grand Scape. Planning & Zoning recommended approval 6‑0; council members noted the design follows the Grand Scape aesthetic and approved the plan.
A separate site plan to add a 35‑space parking lot at 7204 Main Street to serve an existing 4,800‑square‑foot medical office also passed. The project removes an abandoned building, reconfigures existing parking and brings the layout into conformance with the Gateway Overlay standards, staff said.
Library strategic plan and debt notice
The council unanimously adopted the Connelly Public Library strategic plan for 2026–2030, a document staff said is required for accreditation with the Texas State Library and Archives Commission. Library staff highlighted six priorities — community engagement, literacy and learning, equitable access, visibility, customer service and facility planning — and noted survey results showing 91.4% of respondents rate the library as important or very important.
Separately, the council approved a resolution authorizing publication of a notice of intent to issue up to $9.5 million in certificates of obligation to fund FY2026 capital projects; staff said the council will return in April to consider the ordinance to issue the debt after market work and counsel review.
