Staff presented P2601 as a roughly 11.35-acre phase of the Friendship Oaks development consisting of 64 residential lots and recommended approval with conditions tied to construction and dedication requirements. The commission moved to approve the final plat as presented with the listed conditions.
Christine Kennedy, representing the duplex project owner, described a five-phase build-out of fourplexes and a stand-alone owner-occupied unit and said, once permits and approvals are in place, the team expects to begin construction in about three to six months. Staff confirmed the proposed duplex plan conforms to R-2 requirements (coverage, height and unit count) and recommended approval with the listed administrative conditions.
Both approvals were conditional — the commission recorded motions and approved subject to the civil, addressing and landscaping requirements and payment of applicable fees before a building permit is issued.
