Wrangell Assembly approves tidelands lease, land trade and multiple budget measures

The Wrangell Borough Assembly approved a series of resolutions at its Feb. 24 meeting that authorize a tidelands lease, formalize a land exchange with the State Trust Land Office, and update the borough budget to reflect recent transactions and a grant application.
Mayor Patricia Gilbert opened public hearings for the tidelands lease to JAG Marine Group and for a land exchange with the State of Alaska Trust Land Office. Borough Manager Villarma provided administrative reports on both items, describing the tidelands lease terms and the parcels involved in the land swap. No members of the public spoke during either hearing. The assembly approved Resolution No. 02-26-2023 (tidelands lease to JAG Marine Group) on a motion by Assembly Member Powell, seconded by Mach, by polled vote. The assembly likewise approved Resolution No. 02-26-2024 (land exchange with the Trust Land Office) on a motion by Powell, seconded by Powers, by polled vote.
The assembly also approved financial and grant-related measures. Resolution No. 02-26-2025 amends the FY2026 budget in the Residential Construction Fund to accept $114,300 in revenue from the sale of Alder Top Subdivision lots 11 and 19 (Block 10); the motion to approve was moved by Powell and seconded by DeBord and passed by polled vote. Resolution No. 02-26-2026 authorizes submission of an EDA Disaster Supplemental Grant application and was approved on a motion by Powell, seconded by Mach. Resolution No. 02-26-2027 amends the borough budget to accept and appropriate funds tied to that EDA grant; the motion by Powell, seconded by Powers, passed by polled vote.
Separately, the assembly adopted Resolution No. 02-26-2028 expressing support for efforts to expand Alaska shipbuilding and marine industrial capacity and for consideration of a large-vessel shipyard and U.S. Coast Guard homeporting in Wrangell. That resolution passed on a motion by Powell, seconded by Mach.
The meeting also included a procedural approval to reschedule the Board of Equalization hearing from May 11, 2026 to May 18, 2026 on a motion by Powell, seconded by Powers; the motion passed by polled vote.
Next steps: the votes recorded at the Feb. 24 meeting authorize staff to proceed with the described lease, land exchange and grant application processes. Any permit approvals, leases, or grant awards remain subject to the terms described in implementing documents and outside approvals where required.
