Covington commissioners approve consent agenda, adopt sign-code amendment on second reading

The board authorized an agreement with Verdantas, LLC (formerly CT Consulting) for engineering services for the Public Works Department (ORD-054-2026) and approved a collective bargaining agreement with AFSCME, AFL-CIO, Local 237, effective July 1, 2025, through June 30, 2026 (ORD-055-2026). Commissioners approved the purchase of a used 2009 Pierce tractor-drawn aerial from the Saint Matthews Fire Protection District for the Fire Department (ORD-056-2026).
The meeting included several personnel actions: ORD-058-2026 appoints Shayna D. Bluemlein to the Housing Authority of Covington for a three-year term beginning March 11, 2026; ORD-059-2026 and ORD-060-2026 reappoint Christopher Henry and Dennis Williams, respectively, to Devou Properties Incorporated for two-year terms beginning March 14, 2026; and ORD-061-2026 reappoints Brandon Mims to the Human Rights Commission for a three-year term beginning March 15, 2026. On old business the commission adopted Commissioners' Ordinance No. O-03-2026 on second reading, amending Chapter 158 of the Covington Code of Ordinances to allow changeable copy on principal detached signs in the AUC (Auto-Urban Commercial) zoning district and adding a formula for measuring sign illumination. The ordinance passed on a roll call vote with all members voting in favor.
The meeting concluded with a motion to hold a closed session under KRS 61.810(1)(b) (deliberations on potential acquisition or sale of real property) and KRS 61.810(1)(c) (discussions of proposed or pending litigation); the motion carried and the closed session concluded with no further action recorded in the minutes.
