Planner Erin Zills explained Article 23A of the city's comprehensive zoning ordinance allows temporary use permits for schools and nonprofits for up to two years; Richardson ISD requested the portable while nearby middle school renovations are completed. The district’s representative, Lee Estes, told council the classroom will be removed after the middle-school renovation is finished in August 2028.
The permit includes conditions described by staff: installation of a six-foot security fence, gates, and an accessibility ramp; the temporary unit must not be placed on site before June 1, must pass final building inspection and is valid for two years from the inspection date. Mayor Pro Tem Hutchenrider moved to approve the permit with the stipulations; Councilmember Arffin seconded and the motion passed unanimously.
Staff will monitor site installation and ensure final inspection and removal timelines are met.
