Commissioner Randy H. Bunch called the session to order. Commissioner Steven L. Wible moved to approve the proposed 2026 budget as presented by CFO Mike Lamb and Fiscal Administrator Sue Reed; the motion carried unanimously. Commissioner Hervey P. Hann moved to approve Resolution 8 of 2025, the Tax Levy and Appropriation Resolution, which adopts the county's tax levy for 2026 with no increase in tax rates.
The budget adoption followed Reed's statement that no changes had been made since the public advertisement. The meeting record shows the commissioners also approved the December 2025 pension report as presented by HR Administrator Mary Huston.
Alongside the budget action, the board approved a State Interconnectivity Grant in the amount of $230,699.51 to be used for SouthCentral Mountain CAD maintenance, SouthCentral Mountain CHE maintenance, SouthCentral Mountain ESInet maintenance, Fulton NG911 GIS maintenance, a SouthCentral Mountain battery upgrade and Fulton ILEC maintenance. EMA/911 Director Brian Barton and HR Administrator Mary Huston discussed the grant and the county approved hiring Troy Wagaman as a per-diem 911 dispatcher, pending required background clearances.
Commissioners also handled several BFJRA governance items after representatives Matthew Wakefield, Paul Johnston and Eric Weisbrod requested amendments to the Bedford Fulton Joint Recreational Authority's articles of incorporation. The board adopted Resolution 9 of 2025 to increase BFJRA board membership and Resolution 10 of 2025 to authorize the authority to appoint police officers with the same Commonwealth rights as other police officers. The commissioners appointed Craig Cutchall to a one-year term on BFJRA, expiring Jan. 3, 2027.
The board approved retaining Keller Engineer, Inc. for fiscal year 2026 and said the formal appointment will be made at the Reorganizational Meeting on Jan. 6, 2026. Commissioner Bunch moved to approve Planning Commission meeting dates for fiscal year 2026, as presented by Justin Evans, for local advertisement.
