Fulton County commissioners adopt bylaws, confirm 2026 appointments and committee roster

The Fulton County Board of Commissioners adopted its 2026 by-laws and confirmed a slate of reappointments and committee assignments at a reorganizational meeting on Jan. 6, 2026.
Commissioner Randy H. Bunch moved to adopt the 2026 Board of Commissioners by‑laws, citing the County Code and the Act of Aug. 9, 1955 (16 Purdon, Section 503 and 509 as amended); the motion passed unanimously. The board then approved a series of personnel and advisory appointments for the year.
Commissioner Steven L. Wible moved to approve reappointments to the Bedford Fulton Joint Recreation Authority: Eric Weisbrod (term to expire Jan. 1, 2029), Paul Johnston (term to expire Jan. 6, 2030) and Greg Henry (term to expire Jan. 5, 2031). Commissioners also reappointed Jim Stein (Solicitor, DSS Law), Stacey M. Shives (Chief Clerk), Amy Bishop (Tax Claim Bureau Director), Melissa Gordon (Chief Assessor), Richard Newman (Director of Veterans' Affairs) and designated the Pennsylvania Department of Agriculture as Sealer of Weights & Measures; county engineering services were continued with Keller Engineers and CES Engineering. All motions were approved by the three commissioners present.
The board reappointed Amy Bishop as Interim County Treasurer for 2026 on a motion by Commissioner Wible. Interim Treasurer Bishop and Fiscal Administrator Sue Reed had met with the commissioners earlier in the meeting to provide updates for the Treasurer’s Office; the minutes do not record additional figures or directives from that update.
Commissioner Bunch moved to designate the commissioners’ committee and board assignments for 2026. Among the assignments approved were the Permanent Salary Board (all three commissioners), the Retirement Board (all three commissioners plus the chief clerk and county treasurer), the Assessment Appeals Board (all three commissioners), and representative and alternate roles on a range of regional and program boards (including Southern Alleghenies Planning & Development Commission committees, the Franklin/Fulton Drug & Alcohol Advisory Board, Tuscarora Managed Care Alliance committees, and others). The minutes list the full roster of assignments.
Commissioner Bunch also moved to appoint Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026; the motion carried.
Separate annual reorganizational meetings for the Salary and Retirement Boards were held at 9:00 a.m., and separate minutes are filed for those sessions. The commissioners adjourned the public meeting at 10:37 a.m.
