Fulton County commissioners approve $234,913.72 in bills, hire caseworker and OK $218,719 CDBG delegation

The Fulton County Board of Commissioners on Jan. 27 approved $234,913.72 in county expenditures, confirmed a new hire for the Services for Children Department and authorized signing authority on a $218,719 Community Development Block Grant contract.
Commissioner Randy H. Bunch called the meeting to order at 8:30 a.m. The board approved its Jan. 20, 2026 minutes on a motion by Commissioner Bunch. Commissioners then voted to pay accounts payable dated Jan. 27, 2026, totaling $234,913.72. The payment list covered multiple funds, including $145,851.38 from the General Fund, $30,555.07 from 911, $27,752.25 for Medical Assistance Transportation and $14,148.95 for Debt Service.
Commissioner Steven L. Wible moved to hire Amanda Sheffield as a Caseworker II in the Services for Children Department, pending required clearances and completion of paperwork; the motion carried unanimously. The board held a separate Salary Board meeting for that new hire, and the minutes are filed separately.
Commissioner Hervey P. Hann moved to approve a Delegation of Signing Authority for Community Development Block Grant (CDBG) Entitlement Contract Number C000095314 in the amount of $218,719.00, to be executed by HR Administrator Mary Huston and Commissioners Wible and Bunch; the motion passed. The delegation gives authorized signatories the ability to execute the contract on the county’s behalf.
The commissioners also amended the agenda to add approval of a county credit card for the Mapping and Planning Director, then approved a credit card request submitted by Fiscal Administrator Sue Reed for Thomas Peppernick to make departmental purchases. An invoice from insurance agent Robert Snyder for a Fulton County Tax Collectors Blanket Bond through Travelers Casualty and Surety Company of America for Jan. 1, 2026–Dec. 31, 2029, in the amount of $3,313.00 was approved on a motion by Commissioner Bunch.
The board retroactively authorized Commissioner Bunch to execute the ERAP2 County Expenditure Certification Form for the Emergency Rental Assistance Program, approved an Elect IT Solutions invoice for IT staffing and support for February 2026, and accepted the Election Integrity Grant Program post-election report for the 2025 municipal year showing total expenditures of $84,443.55.
On a motion by Commissioner Wible, the board accepted a CES Engineering quote to provide professional engineering services for the Warfordsburg Senior Center project. The scope described in the quote includes restroom renovations, installation of a new security camera system and a mill-and-overlay of the existing parking lot pavement, driveway and accessible walking path.
Commissioner Bunch moved to renew Companion Life Insurance for Group Term Life at $0.019 per $1,000 of benefit and Group Accidental Death & Dismemberment at $0.03 per $1,000 of benefit, the same rates as 2025, with coverage effective April 1, 2026. The meeting adjourned at 11:43 a.m. following unanimous votes on the listed motions.
The meeting record notes a Retirement Board review with representatives from Raymond James and a presentation by staff from the Mental Health Association of Franklin and Fulton Counties, who said they are seeking office space in Fulton County and that the county's peer support services contract is not currently being used; those matters were provided to commissioners for information and separate minutes or handouts are on file.
