Fulton County commissioners approve $335,634.88 in payables, hire prothonotary deputy and OK up to $35,000 Krivak Trust award

McCONNELLSBURG, Pa. — The Fulton County Board of Commissioners on March 3 approved $335,634.88 in accounts payable and $132,711.81 in payroll, accepted a long-serving county employee’s retirement, authorized several administrative contracts and personnel moves, and approved up to $35,000 from a Krivak Trust application with applicant information held confidential under HIPAA.
Commissioner Randy H. Bunch called the meeting to order at 8:30 a.m. and led the board through routine business. Commissioner Steven L. Wible moved to approve the minutes from the Feb. 24, 2026 meeting; the motion passed unanimously. The board then approved the accounts payable batch dated March 3, 2026, with $291,026.05 charged to the General Fund and the remaining $44,608.83 allocated across Liquid Fuels, 911, Hazmat, Domestic Incentive, Medical Assistance Transportation, Debt Service and pass-through funds; the total approved was $335,634.88.
Commissioner Hervey P. Hann moved to approve payroll dated March 6, 2026 in the amount of $132,711.81; that motion also passed unanimously. The board approved a travel request for Chief Probation Officer Dan Miller to attend the annual Criminal Justice Advisory Board conference April 20–22, 2026.
The board accepted a letter of retirement from Domestic Relations Director Tina Gress, who said she plans to leave the county after 25 years of service; Commissioner Bunch moved to accept the retirement, effective July 11, 2026. Commissioners also approved a lease from DBB for a printer for MDJ Heming's office with a contract price of $3,647.00 and a Plan Asset invoice from Conrad Siegel to be paid from plan assets in the amount of $3,844.25.
In personnel actions, the board entered executive session for personnel matters several times during the meeting. Following interviews and a recommendation from HR Administrator Mary Huston (with Franklin/Fulton County Court Administrator Rebekah Reigner participating by Zoom), the commissioners voted to hire Laurel Griest as Office Deputy I in the Prothonotary's Office effective March 4, 2026; a brief Salary Board was held to set the new hire’s salary.
The board authorized a CDBG "Delegation of Signing Authority" form, giving signing ability for invoice submissions to SEDA Cog to HR Administrator Mary Huston and Commissioners Wible and Bunch. Commissioners approved the Pension Fund Report for February 2026 and authorized a burial expense application for veteran Gary Allen Myers; the meeting record notes Myers served in the Air Force during the "War on Terror," specifically Desert Shield/Desert Storm.
Human Services Director Julie Dovey presented a Krivak Trust application; Commissioner Hann moved to approve and execute a Krivak Trust request up to a maximum of $35,000.00, with applicant information kept confidential due to HIPAA. The motion passed unanimously.
County auditors Penny Kipp, Rebecca Kendall and Holly Falkosky presented an audit review during the session. Building and Maintenance Director Brad Seville provided updates on Phase II renovations for the county’s newly purchased building on Lincoln Way West in McConnellsburg. Commissioners also met with Fulton County resident Craig Strait to continue discussion of a local Clean and Green matter and said they would consult the County Solicitor for further review.
