Kelly (planning staff) told council that Dover Development requested a second driveway onto George Washington Carver for a residential lot planned for an assisted-living facility. Under the subdivision code, new driveways onto arterials are normally restricted; staff said a waiver could be justified if the proposed driveway met Sudas spacing and safety standards. The final configuration would depend on the outcome of an ongoing traffic study of GW Carver and Cameron School Road, and staff made clear that any frontage widening or turn-lane extensions necessary for safe access would be the developer's responsibility.
The developer, Patrick Antoni (calling in), said the second access point provides closer access to the community building, improves first-responder response times, and helps separate resident/staff vehicle flows from the independent-living cottages. He noted nearby Christ Community Church has two access points along GW Carver and said Dover seeks only one. Council approved the staff-recommended waiver on a motion conditioned on the developer bearing costs of any improvements necessitated by the traffic study and implementing on-site stop control at the private access.
