The Harrisonburg City School Board on Dec. 2 approved first readings of two policy updates — revisions to Policy 109 on electronic participation and an updated sabbatical-leave policy — and asked staff to return with more detail on proposed support-staff changes in Policy 647.
Ms. Line Weaver, the staff presenter, summarized the changes to Policy 109 as updates driven by recent law and by VSBA-recommended language: the policy adds a formal definition for "caregiver," clarifies accommodations for attendees with disabilities who may count toward quorum, and changes the approval process so that remote participation is assumed approved unless a board member raises discussion. "Those are the highlights of the changes," Weaver said. Chair (S1) moved to approve Policy 109 on first reading; Dr. Cohen (S2) seconded, and the board approved it by voice vote.
Mr. Weaver (S14) presented the revised sabbatical-leave policy, which he described as an update to reflect current division practice; he noted there is no specific Virginia law governing sabbaticals. The board adopted that policy on first reading after a motion from Dr. Cohen and a second from Miss Laughlin (S15).
The board also heard proposed edits to Policy 647 (support staff), including a technical change to make certain contracts electronic and removal of transportation from the support-staff classification because transportation services are handled by the City of Harrisonburg. Board members questioned a phrase in the draft referencing an 18-month period (rather than one year) for probationary evaluation. When asked "Why 18 months as opposed to a year?" Mr. Weaver said, "I don't know. I can look into that." The board asked staff to return with more information on the timing and the rationale; no vote was taken on Policy 647 at this meeting.
There were no public comments during either public-comment period. The board also used the meeting to recognize teachers and fall athletic accomplishments before adjourning.
Next steps: staff will return with more information on the support-staff policy (Policy 647) and on the rationale for the 18-month reference; policies approved on first reading will be scheduled for subsequent readings as required by board rules.
