Library Board hears $1.7 million held after state directive, approves LSTA budget and lists decision packages

The Library Board of the Library of Virginia on Sept. 15 was briefed on a state Finance Secretariat directive that halted payments over $50,000 and suspended prepayments to other state agencies, a move Chief Operating Officer Daniel Hinderliter said led to roughly $1.7 million in unspent Library funds returned to the administration. Hinderliter said the Library is in "positive discussions" with the Department of Planning & Budget about returning the funds for use in the coming fiscal year.
Hinderliter reminded the board that the Library uses Library Services & Technology Act (LSTA) funds, governed by the Institute of Museum and Library Services, for economy‑of‑scale purchases and to partially fund support positions. The Library’s LSTA Five‑Year Plan and budget came to the full board with the committee’s recommendation and the board approved the LSTA budget.
The chief operating officer also outlined the Library’s proposed Decision Packages that staff plan to submit in upcoming budget cycles: an "AI for Records Redaction" package to process governors’ electronic records, a "Library Specialist Pay Realignment" to align pay with peer institutions, and an "IT Staffing Requirements" package to address single points of failure in critical systems. Hinderliter did not provide formal vote tallies for the Decision Packages; he described them as items under development for the administration and legislature to consider.
The board approved earlier procedural items on the agenda: Executive Committee minutes from July 18, 2025, and the board minutes from June 23, 2025 (with new board members Chris Braunlich and Kim Dove recorded as abstaining on the June 23 minutes). The consent agenda, including the 2025–2026 slate of committees, was unanimously approved.
Next steps: Hinderliter said staff will continue discussions with the Department of Planning & Budget regarding the $1.7 million, and the decision packages will be advanced as part of the Library’s budget request cycle.
