Library of Virginia Board re-adopts electronic-participation policies, certifies closed session and reschedules April meeting

The Library of Virginia Board on Jan. 12 re-adopted two policies governing electronic participation and all-virtual board meetings, certified that a brief closed session complied with Virginia open-meeting laws and approved rescheduling its April meeting to April 20.
Chair Malfourd “Bo” Trumbo moved to re-adopt the policies, which the board approved by roll-call vote. Earlier in the meeting, Vice Chair Betsy Fowler moved to convene a closed session “pursuant to Code of Virginia § 2.2-3711(A)(8)” for consultation with legal counsel; the board entered closed session and later unanimously certified under Code § 2.2-3712(D) that only matters lawfully exempted from open meeting requirements were discussed.
The board also approved routine business including the agenda and minutes from its Sept. 15 meeting. C. Paul Brockwell Jr. moved to reschedule the April meeting so Librarian Dennis T. Clark could attend the Coalition for Networked Information spring meeting; the motion passed by roll-call.
These procedural votes were recorded by individual roll-call entries. The board’s actions on electronic participation are intended to maintain a formal framework for remote participation and transparency in future meetings. The board adjourned at 12:15 p.m.
