Conneaut Council creates Park improvement fund and unanimously awards Old Main waterline contract

The Conneaut City Council on March 9 adopted multiple ordinances and approved a contract award and a small donation during a regular meeting.
The council unanimously approved Ordinance No. 24-26 to create "Fund 306 — Park, Day and Buffalo Improvements" to account for revenues and expenditures tied to zone 6 park and street projects. Council moved to suspend the three-reading rule and then acted on the ordinance; the motion carried by a 7–0 roll-call vote.
Council also advanced and approved several other ordinance actions. Ordinance No. 26-26 (amendment consistent with Ordinance No. 136-23) and Ordinance No. 29-26 (repeal of fees for copies of engineering documents) were each suspended and passed unanimously.
Most prominently, the council passed Ordinance No. 30-26, authorizing the City Manager to award a contract for the Old Main Waterline and Booster Station Improvement Project to J. Severino Construction, Inc. Council suspended the three-reading rule, declared an emergency and approved the contract by unanimous roll call. City Manager David Sanford told Council that the low bidder was Marucci and Gaffney; the administration determined J. Severino was the "best responsible bidder" under Section 105.01 of the Codified Ordinances despite a $1,273 difference between the bids. The Opinion of Probable Cost for the project was listed as $340,000.
Council also approved a $100 donation to the Hope Warming Center (moved by Councilperson Castrilla and seconded by Councilperson Perkoski) by unanimous vote.
No formal dissent was recorded on the floor; several ordinances were moved to later readings or tabled where noted in the journal.
