FULTON COUNTY — Fulton County commissioners on Dec. 23 approved a series of administrative contracts and equipment purchases, including a 5‑year office lease with Elect IT Solutions, replacement dispatch clocks for EMA/911 and a two‑year hazmat services agreement.
Commissioner Randy H. Bunch called the meeting to order and the board moved quickly through routine business, approving the Dec. 16, 2025 commissioners’ meeting minutes, the retirement board minutes and a payroll dated Dec. 26, 2025 for $145,032.44.
The meeting then turned to information technology and facility matters. Rick Grissinger and Nelson Witmer, representatives of Elect IT Solutions, presented a proposed statement of work for IT staffing and support, a 5‑year lease for office space at 101 Lincoln Way West in McConnellsburg, and a quote for a view station for the Treasurer’s Office. Commissioner Hervey P. Hann moved to approve the 5‑year lease at $250 per month with no increase; the motion passed unanimously. The board also approved SOW # ETM12042025-001 for IT services and accepted a $784.22 quote for a view station submitted by Elect IT Solutions.
Clerical and financial matters included approval of CCAP PComp Contribution Invoice No. INVO62458 for $5,575.00 and the county fund summary presented by Chief Clerk Stacey M. Shives, who reported total funds across listed accounts of $111,824.17, including $65,995.87 in the General Fund.
EMA/911 Director Brian Barton briefed the board on emergency operations and equipment needs, saying the dispatch clocks are “over twenty years old” and in need of replacement and that his office has implemented "Pre Alert" and distributed the information to area fire departments. Barton also reviewed recent and planned trainings. Commissioner Randy H. Bunch moved to approve a ComPros quote to purchase and install two dispatch clocks, totaling $4,940.00; the motion passed unanimously.
The board approved the 2026 Mission Critical Partners Regional Support Contract for professional services, which Barton said is fully grant funded. Commissioners also approved a McCutcheon Enterprises, Inc. Hazmat Team two‑year agreement with payments of $2,500 for FY2026 and $7,500 for FY2027.
Before adjourning at 11:21 a.m., the board revised HR Manual Section 213 (Travel) to require employees seeking to use a personal vehicle for county business to submit a request to the commissioners in advance explaining the reason for the request. The meeting record lists motions as made by Commissioners Bunch and Hann and recorded as approved "All in favor."
