Fulton County commissioners approve 2026 pay scale, hire enforcement officer and OK intercounty drug-and-alcohol agreement

Fulton County commissioners on Jan. 13 approved a package of routine administrative actions including a new pay scale, a hiring decision, and an intercounty grant agreement that designates Franklin County as the single county authority for drug-and-alcohol services.
The board voted unanimously to adopt the 2026 pay scale as presented by HR Administrator Mary Huston and to revise Section 212 of the county HR manual to add an opt-out payment for employees who waive county health insurance. The payment will be pro-rated and capped at $1,020 per calendar year, and will be paid with the final December payroll or on resignation; eligibility requires leaving in good standing.
Domestic Relations Director Tina Gress requested approval to fill a vacant "Enforcement Officer 1" position. Commissioners approved a motion by Commissioner Randy H. Bunch to hire Angie Horton for the union position, effective Jan. 26, 2026; a Salary Board meeting set the salary per the collective bargaining agreement.
The board approved a 2025–2030 Franklin/Fulton Grant Agreement (No. 4100101172) with the Pennsylvania Department of Drug & Alcohol Programs to have Franklin County act as the "single county authority" for Drug & Alcohol program operations and administration in the two counties. The motion to approve and execute the agreement was made by Commissioner Bunch and carried with unanimous support.
Several routine financial items were approved. The board voted to accept accounts payable dated Jan. 13, 2026 totaling $135,622.38 across listed funds (General Fund $66,644.09; Capital Projects $64,720.44; and other funds). The board also approved the CCAP PCoRP 2nd installment invoice of $45,442.00 and the SAP&DC invoice for local county/transportation support of $8,598.00.
Commissioners approved an Application for Burial Expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to surviving spouse Janet McGinnis. The board also approved a renewal quote for ASPIRE two-factor authentication services as submitted by Rick Grissinger (Elect IT) and approved a revision to the LERTA application to require inspection by the Zoning Officer or Fulton County Planning.
The board accepted Ronald Richards as the real estate agent for the county-owned property at 119 N. 2nd Street, McConnellsburg, at a commission of 3% of the total sales price.
