Sulphur Springs ISD board approves improvement plans for two primary schools and makes administrative appointments

The Sulphur Springs ISD Board of Trustees met Nov. 10 in the district boardroom and unanimously approved a set of administrative actions, including Targeted Improvement Plans for Rowena Johnson Primary and Bowie Primary.
Kati Adair, a trustee, moved to approve the Targeted Improvement Plans for Rowena Johnson Primary and Bowie Primary; Trustee Leesa Toliver seconded the motion and the board voted 6–0 to approve the plans. The meeting record does not include the plans’ detailed provisions or timelines.
Earlier in the meeting, Trustee Adam Teer moved to approve the consent agenda, which listed the Oct. 13 meeting minutes; tax credits and supplements for September 2025; delinquent tax collections for September 2025; financial statements and bills payable for September 2025; the 2024–2025 Head Start Annual Report; and HB 3372 exceptions. Trustee Darla Reed seconded the motion and the board voted 6–0 to approve the consent items.
The board also voted to authorize purchases of books for campus libraries. Trustee John Campbell moved to approve the book purchases and Trustee Darla Reed seconded; the board approved the purchase 6–0.
On a separate motion, Trustee Kati Adair moved to appoint Heath Hyde to serve as Sulphur Springs ISD’s representative on the Hopkins County Appraisal Board. Trustee Adam Teer seconded and the board voted 6–0 in favor of the appointment.
Administrators listed several information items on the agenda, including presentations by Region 3 FCCLA officers Elli Maib and Tyler Dubose, a construction update by Hill & Wilkerson, maintenance and campus updates (including an introduction to the PALSS program), curriculum items, a superintendent’s report, a special education update and Head Start items. The record shows no public comments were offered during the public forum period.
The board convened in executive session at 6:56 p.m. as authorized under the Texas Government Code for matters permitted in closed session and returned to open session at 8:39 p.m. President Craig Roberts adjourned the meeting at 8:39 p.m.
