Delegate Wu described an amended version of HOCO 10‑26 that would require the county to report the operating‑budget percentage devoted to the public school system, removing a previously included capital‑budget component.
"We're dropping the capital budget part," Delegate Wu said, explaining the amendment limits reporting to two operating numbers (county spending on schools including retirement divided by total operating budget) to reduce ambiguity. Several delegates asked whether the bill defines the calculation consistently and requested that county staff review the amendment language.
County staff representative (Schefter) said he had not had an opportunity to review the latest draft and asked the delegation to allow him time to consult with county staff before a vote. Delegates agreed to hold the bill for at least one week so the county can verify the appropriate calculation method and confirm whether the provision is practicable.
The delegation did not vote on HOCO 10‑26 at the meeting; members asked for the amendment to be circulated to county staff for technical review before the item returns to the agenda.
