Bridge City ISD earns 'A' ("Superior") School FIRST rating; board approves consent agenda, donations and new CTE courses

Bridge City Independent School District officials announced Oct. 20 that the district earned an "A" rating, classified as "Superior," under the Texas School Financial Integrity Rating System of Texas (F.I.R.S.T.), a designation Chief Financial Officer Tim Woolley presented during the public hearing portion of the board meeting.
The rating, the state's highest under the program, reflects the district's financial management and reporting as presented to trustees by Woolley. "A" for "Superior" was the characterization recorded in the meeting minutes.
After the public hearing, the Board moved into its regular meeting business. President Rebecca Rutledge presented consent action items A—H, including approval of the Sept. 15, 2025 minutes, tax collection and cash investment reports, financial reports, paid invoices, budget amendments, utilities and fundraisers. Trustee Paul Zoch moved to approve the consent items; Trustee Jerry McInnis seconded the motion. The Board approved the consent agenda unanimously, 7-0.
The Board also reviewed several superintendent-approved donations reported for Bridge City High School: a Pets in the Classroom grant from PetSmart (about $150) for the Functional Academics class; $250 sponsorships for the Fishing Team from Leslie's Place and from Colgan-Wilson Metals LLC; and $120 from the Bridge City Alumni Association to support the Cheerleaders. Separately, the Board voted to approve a $500 sponsorship to the Fishing Team from RTR Performance Fishing (motion by Trustee Michael Johnson, seconded by Trustee Mark Anderson), which passed 7-0.
Instructional and planning items were on the agenda as well. The BCISD ESL/Bilingual 2024'125 Annual Program Evaluation was presented as information. The Board approved the 2025'1026 BCISD District and Campus Improvement Plans and Evaluations on a motion by Paul Zoch, seconded by Jerry McInnis; the vote was unanimous, 7-0.
Trustees also approved implementation of Innovative Career and Technical Education (CTE) courses beginning in the 2025'1026 school year (motion by Jerry McInnis, seconded by Michael Johnson; passed 7-0). The minutes do not list course titles, funding sources for the program expansion, or implementation timelines.
