The Howard County delegation voted on Feb. 25 to forward a Legacy Barber bond local bond initiative (LBI) to the budget‑committee process, advancing the request to appropriations without committing county funds.
Delegate Hill described the proposal as support for an effort to start a barber school at Warren's Barber Shop in Long Reach Village Center, saying the business has served the African American community for decades and that founders and mentees want to expand the operation into a training program.
"So with that, I'd like to move the bond initiative," Delegate Hill said when introducing the LBI. Chair Ziegler and other members placed the item on the consent calendar.
The chair clarified the delegation's action is a procedural forward. "We are not giving them $750,000," the chair said. "We're simply voting this out, and it will go to appropriations." The clerk then conducted a roll call and announced that the bond passes to the next stage.
The delegation did not appropriate funds at the meeting; appropriations committees and presiding officers will later determine awards from an oversubscribed bond request pool, members noted.
