Council approves rezoning for mixed-use small-home development in Belle Haven Heights area

Jackson City Council voted to approve a rezoning request (case 4316) for several parcels on Jefferson and Boyd streets, allowing a change from R1/R5 residential zoning to NMU-1 (neighborhood mixed-use pedestrian-oriented) to enable a new residential subdivision.
Esther Ainsworth, the zoning administrator, said staff recommended approval because there has been a substantial change in the land-use character in the area and the request meets the standards in the zoning ordinance. The planning board also recommended approval.
Akili Kelly, the applicant’s representative, described the proposal as rezoning parcels the applicant already owns to create a subdivision of smaller, for-sale market-rate homes; he said the homes would be new construction and would require historic-preservation and city site-plan review because the properties lie within the Belle Haven Heights historic district. "These homes will range between 400 and 600 square feet," Kelly said, and he explained the units will include a kitchen and bathroom and be marketed as smaller single-bedroom/studio-style houses.
Council members noted that NMU-1 zoning can help address nonconforming uses in older neighborhoods by allowing a variety of housing types and said the project would undergo historic-commission review and site-plan approval before construction. The clerk reported the council vote as "6 in favor, 1 opposed" as recorded on the docket.
