At the committee’s item on park rangers, staff and council members discussed how limited ranger staffing affects coverage and programming.
Recreation manager Lisa Wilson told the committee she oversees community centers and sees park rangers mostly on the morning shift; she asked whether rangers meet programming needs for evening leagues and events. "I'm the recreation manager for Parks and Recreation," Lisa Wilson said, describing daytime assignments and noting that parents often provide oversight during night programs.
Members confirmed the city has four park rangers assigned during daytime hours and roughly 54 parks citywide, meaning each ranger is responsible for about a dozen to 15 parks. The police chief said rangers work 40-hour weeks but staffing allocation and prioritization sometimes require rangers to be reassigned to urgent 911 responses or other patrol needs.
Council members urged clearer scheduling so ranger hours align with when parks host programming. One member asked that rangers be invited to a future committee meeting to introduce themselves and explain limitations and duties, a request staff supported. Officials also discussed continued use of reserve deputies and directed patrols to cover events when rangers are unavailable.
Officials agreed CAO, parks staff and JPD will meet to identify programming needs and determine when a uniform presence is required; staff said they will follow up with a plan to better align ranger deployment with park programming.
