Board OKs all-way stop at raised intersection of Harvey and St. Andrew streets

The La Crosse Board of Public Works voted Nov. 10 to install stop signs at the intersection of Harvey Street and St. Andrew Street after an engineering presentation that cited ADA-related grading, stormwater purposes and winter safety concerns.
Jackson, an engineering staff member, said a raised intersection was built to meet grades for ADA-compliant sidewalks and to direct water toward catch basins. Because the raised surface could still be slippery in winter, Jackson recommended stop signs so drivers approach the intersection with caution.
Director Gallagher added that the raised intersection provides inherent traffic calming and that the stop signs would supplement that measure, noting the crossings are local roads without a higher-priority classification that would otherwise govern right-of-way. Council member Gaggen asked whether there had been any public requests; Jackson said there had been none and that this was an internal engineering recommendation.
The board moved to approve the 'always stop' designation and recorded a unanimous vote. Engineering staff will implement the stop signs and update traffic-control maps as needed.
