Board gives Windstream two weeks to move wires blocking Saint Andrews sidewalk

The Board of Public Works voted unanimously on Nov. 3, 2025, to require Windstream to relocate communications lines attached to a pole on Saint Andrews Street within two weeks or face removal, board members said.

City staffer Mister Hasimer told the board that Excel moved a new pole in mid‑April and that an older, gray pole remains directly in the sidewalk at the planned location of an ADA ramp. Hasimer said three communications companies had lines on the poles: one had moved, one (referred to in the record as Bridal Speed) is aware and working to move, and a third, Windstream, had been largely nonresponsive. “It is basically smack dab in the middle of it,” Hasimer said, describing the obstruction in the path of the planned ramp.

Deputy Director Sword and other staff told the board that the presence of the pole and lines is inhibiting completion of the concrete work and the ADA ramp. Board members discussed whether the work could be delayed to spring or whether a firm deadline would compel action. Council President Dickinson moved to direct staff to require removal or relocation within two weeks; Director Train seconded the motion. The chair called for a vote and the motion passed unanimously.

The board’s action gives staff authority to press Windstream for a timeline and, if Windstream does not provide a plan within the two‑week window, to proceed with removal steps described by staff. Hasimer said cutting an obstructing line could impact Windstream’s long‑haul service, and staff indicated they would attempt further communications before taking removal steps.

The meeting adjourned at 10:10 a.m.
