La Crosse board approves final contract payments; leftover funds return to original accounts

The La Crosse Board of Public Works unanimously approved final payments for two construction contracts at its Dec. 8, 2025 meeting.
The agenda packet identified a final payment for the Ward Avenue water-main replacement and a final payment for sanitary sewer lining and rehabilitation. Director Train moved to approve the final payments; Director Gallagher seconded and the motion carried unanimously.
Staff told the board both final claims came in under budget. "It looks like essentially they both came in under budget," staff said, adding that the line labeled "balance to finish" indicates available funds on the contract. When a board member asked what happens to remnant funds, staff responded: "They go back to whatever funds they came from. So, for their utility funds, they're freed up to go back to utility. If it was borrowing, that's just excess borrowing that typically is used by the finance department to offset future borrowing." The staff explanation noted remnant funds remain within the council-approved Capital Improvement Plan allocation.
After brief discussion the board voted to approve the final payments without further comment.
