Board reallocates utility capital funds; sanitary and water votes record dissent
Summary

Board utilities staff presented three companion resolutions on Dec. 1 to reallocate unused capital funds from closed projects and to appropriate additional funds for current capital needs.
Tina, speaking for utilities, said the semiannual review identifies projects that came in under budget and those that need additional appropriation. For stormwater the reallocation reduced net capital obligations and passed unanimously.
Tina said the sanitary sewer reallocation addressed a project that had not been carried forward properly in the capital listing; the adjustment will use some unappropriated bond funds and unbudgeted sanitary funds, and the city has applied for clean water fund loans that may be available later. The sanitary resolution passed on a 4–1 vote (one no).
The water utility reallocation was presented in the same package and was approved 4–1.
Board members did not request additional amendments during the meeting. Staff will implement the reallocations as described and note potential loan funding in future updates.
