La Crosse board approves ordinance tightening rules for sale of surplus city land

The Board of Public Works on Dec. 1 approved an ordinance to repeal and recreate section 2405 of the La Crosse code governing the sale of surplus city land.
Julie, attending remotely, said the ordinance changes require that property be declared surplus by the board or committee that oversees the land and by a Common Council resolution; the resolution must name which governing body will oversee the sale and whether a request-for-proposal process should be used. "The planning department will facilitate the initial surplus resolution and the remainder of the sale process," Julie said, and the ordinance adds that properties will be listed on the city's website.
Council President Dickinson and Director Train moved and seconded the motion to adopt the ordinance. The board voted unanimously to approve.
The ordinance replaces prior language to clarify roles: staff told the board the planning department will manage the process and that the council resolution will identify oversight and the procurement approach. No public comment or amendments were recorded during the Board review.
The measure will proceed to the Common Council for final action as required by city code.
