The La Crosse City Planning Commission voted Dec. 1 to rezone two properties — identified in staff materials as 1931 George Street and 1126 Livingston Street — from single-family zoning to duplex (R-2) so owners may legalize an existing duplex and apply for an accessory dwelling unit (ADU).
Tim, city planning staff, said the properties are currently legal nonconforming because duplexes are not permitted in the R-1 district. “For them to build an ADU, they'd have to bring the property into compliance, which would make it rezoning to R-2… and then they can apply for accessory dwelling unit,” Tim said, noting the owner-occupancy affidavit and inspections department requirements that will apply to ADU permits.
Property owner Elijah Foss told the commission he has owned and lived in the property for about a year and plans to build a one-bedroom, one-bath ADU at the rear, using a previously unbuilt garage area. He said the addition would provide rental housing and expand use of the site.
Council member Trost moved to approve the rezoning; Commissioner Cherf seconded. The commission voted in favor and the motion passed. No roll-call tally was recorded in the transcript. Staff indicated the rezoning would allow the owner to apply for building permits and an ADU subject to owner-occupancy and inspections requirements.
Next steps include processing the rezoning ordinance and the applicant’s building/ADU permit application.
